Shaping the Evidence-based Policy: Biogases Market Uptake Across the EU27
Short Introductive summary
Biomethane, either as biogas or its upgraded version, thus “biogases” have great potential: It is a sustainable alternative to fossil gas, it can be stored, distributed and used according to demand. Biogases can play a significant role towards achieving the EU's clean energy and energy security objectives. It can be used to further diversify the EU's gas supplies and for phasing out Europe's dependency on Russian fossil fuels. But biogases can do even more than that: it can give additional revenues to rural areas, valorise agricultural wastes and residues, plus the digestate that results from the biomethane production is an excellent sustainable fertiliser. A perfect example for local circular economy. For these reasons, the Commission included in 2022 biogases as a priority under the RePowerEU plan with an action plan to boost its production and trade. At the moment, biogas is widespread but still not reaching its full potential while biomethane is produced in 16 Member States. However 95% of biomethane production is concentrated in 6 Member states. Therefore, it will be important to share the good practices of these 6 Member States further across the EU to deploy the full potential across Member States. The Commission is working with the industry and other stakeholders to advance the deployment of sustainable biogas and biomethane. Considerable progress has been made since the adoption of the Biomethane Action Plan in 2022, including through the Biomethane Industrial Partnership. Building on the successful conclusion of the Biomethane Industrial Partnership, the Commission will set up a new biogas network of Member States as part of a tripartite contract to better address the diverging needs in different areas of the EU and include national and local stakeholders.

Presenter's biography
Biljana Kulisic, PhD, is policy officer at the Unit C2 Decarbonization and sustainability of energy sources within European Commission Directorate-General for Energy. Biljana has over 20 years of experience in concerted policy and assessing socio-economic aspects of bioenergy that she brings to the European Commission. She is looking how scientific concepts can be transformed to the evidence-based policies in biomass use for the climate change adaptation and mitigation. The focus is to use biomass for bioenergy in its best and only when needed, while keeping the eye on the sustainable and circular bioeconomy. She has been involved in work with IEA Bioenergy TCP since 2005, now representing the European Commission. For this session, it is important to highlight that biomethane, either as biogas or its upgraded version, falls under her files.
