Blue Carbon in Brazil: Regulatory Framework and Feasibility of Mangrove Credits in the Carbon Markets
Short Introductive summary
The study explores how Brazil’s mangroves, about 7% of the world total, can generate credible carbon credits and be integrated into carbon markets to support climate mitigation. Using the legal basis of Law 15.042/2024, which allows protected areas to issue credits, it examines credit market rules, MRV requirements and eligibility criteria apply to mangrove projects. The research is qualitative and organised in five stages (review, market/methodology mapping, eligibility analysis, risk–opportunity assessment, and synthesis). It is expected to deliver a comparative view of carbon-market frameworks, specific MRV guidance for coastal ecosystems, and evidence to inform public policies on conservation, restoration and fair benefit-sharing, thereby facilitating the entry of Brazilian blue carbon into national and international markets.

Chemical Engineer (UIS, Colombia), with an MSc and PhD in Energy (UFABC, Brazil). Postdoctoral researcher at IEE-USP and associate researcher at GBio and RCGI-USP. Works on carbon markets, waste valorization (WtE, WtH) and hydrogen for Sustainable Aviation Fuel (SAF) production.
