From Mapping to Action: Assessing Bioeconomy Readiness Through a Multi-Dimensional Indicator Framework

Short Introductive summary

This work presents the development of a multi-dimensional indicator framework for assessing national readiness for the bioeconomy, designed and implemented within the Horizon Europe project BOOST4BIOEAST. The methodology integrates four interlinked dimensions: social (workforce skills), technological (innovation and infrastructure), economic (business and structural conditions), and biomass potential. Together, these dimensions provide a systemic approach to monitor the enabling conditions and sustainable resource base required for a circular and inclusive bioeconomy. Through integration of participatory processes and evidence-based methods, we have consolidated an indicator framework of 64 indicators: 29 competency indicators (social, technological and economic) and 35 biomass potential indicators. These have been assessed in 11 BioEast countries supported by stakeholder HUBs established as part of the project. Final results of the indicator framework will be utilised for the definition of bioeconomy action plans.
