Update Local Assessment of Sustainable and Incentives Biomass Potential in Italy for Bioenergy Applications

The Renewable Energy Directive III (RED III, Directive (EU) 2023/2413) sets ambitious EU goals for 2030, targeting a 90% reduction in greenhouse gas emissions by 2040 and climate neutrality by 2050. The forthcoming EU Bioeconomy Strategy (November 2025) will promote sustainable, region-adapted biomass production to meet these goals. In Italy, the PNIEC (June 2024) emphasizes biomass as key for energy decarbonization, especially in transport. This study evaluates biomass availability for bioenergy, using official data and geospatial analysis. It focuses on Annex IX RED II feedstocks and the FER2 Decree (June 2024), which supports small-scale renewable plants (=1 MW) using agricultural, forestry, and agro-industrial residues, requiring =70% emission reductions versus fossil fuels. Various biomass types (e.g., straw, pruning residues, nut shells, olive pomace, etc.) are mapped in a geodatabase to support circular bioeconomy strategies. The study also compares biorefinery pathways (thermochemical, biochemical, and catalytic) for producing biofuels and bioliquids, assessing efficiency, cost, and environmental performance to identify the most competitive and sustainable options.
