Support of EU Biofuels Policies for Marine Transport
Short Introductive summary
The decarbonization of the maritime sector in the EU is expected to occur under the regulatory framework created by the extension of the European Emissions Trading System (EU ETS 2) to maritime transport and the FuelEU Maritime Regulation. For the maritime sector, it is estimated that by 2030 approximately 1.5 Mt of sustainable maritime fuels will be required. Looking towards 2035, the targets will require roughly 6.4 Mt of biofuels and 4.6 Mt of RFNBOs . Support for the development of relevant industrial capacity is therefore urgent, especially during the period 2025–2030. The aim of this paper is to illustrate the gap between the EU regulatory framework and the implementation by the European Commission (EC) and the Member States (MS) of the relevant policies for maritime-sector decarbonization, and to propose measures to address this gap.
