Can Bioethanol Compete with Electrification in Reducing Indonesia’s Oil Dependence? Challenges in Scaling from E5 to E10

Short Introductive summary

Indonesia’s energy sector faces the dual challenge of strengthening energy security while advancing toward Net Zero Emissions (NZE). The transport sector remains highly dependent on fossil fuels, with Indonesia becoming a net oil importer since 2004. To address this, bioethanol has been promoted since 2006 through policies such as E5 blending and planned expansion to E10. However, progress has been limited compared to biodiesel, highlighting persistent challenges in feedstock supply, production capacity, infrastructure, and policy incentives. These constraints are particularly evident in efforts to expand beyond the non-PSO market. Meanwhile, electrification is emerging as an alternative pathway for reducing oil dependence. This study evaluates the potential role of bioethanol by assessing constraints in its end-to-end value chain development and its competitiveness relative to electrification.

Hidayatul is a research assistant at the Purnomo Yusgiantoro Center (PYC). She holds a degree in Chemical Engineering from Univ. Brawijaya and is currently pursuing a master’s degree in Petroleum Engineering at ITB. Her research interests include bio-based energy & the green industry sector.
