Biography

Dr. David Baxter worked for many years in research and development on engineering materials and energy systems. In the early years the research included thermal conversion process (combustion and gasification) within clean fossil programmes at Argonne National Laboratory in the USA. This was followed by a spell in manufacturing industry contributing to the continuous improvement of materials used for increasing the efficiency of gas turbine engines. The materials research extended to advanced ceramics for use in energy conversion technologies in the first few years at the European Commission Joint Research Centre at Petten in The Netherlands. During the 1990s the emphasis of the research shifted to alternative, non-fossil fuels used for energy conversion including all kinds of waste and biomass. Pure research evolved into research for political policy support from around 2000. Building and working in extended European and international networks (including IEA) enabled collection and verification of fuels and energy data to support definition of best practices as well as addressing opportunities for optimization of energy systems through integration. David has been involved with EUBCE for a number of years, most recently in organizational aspects, also for the sister IBSCE conference in China. David retired from the European Commission in 2016.
